China has clearly overtaken the United States as the world’s leading emitter of carbon dioxide, the main heat-trapping gas, a new study has found, its emissions increasing 8 percent in 2007. The Chinese increase accounted for two-thirds of the growth in the year’s global greenhouse gas emissions, the study found.

The storm could also dump more than 10 feet of snow on California mountains by Sunday. Blizzard warnings were in effect for mountainous areas.
It appears that climate change and global warming have not arrived in California.

This story succinctly illustrates one of the myriad problems with the Kyoto Protocol. The Kyoto Protocol exempts some countries - notably China and India - from limits on greenhouse-gas emissions, which has the effect of leaving approximately 24% of annual CO2 emissions unregulated.
